One of the worst decisions we've seen for some time

This decision from last week's match between Munster and Leinster - which we are only getting to now - is just baffling. 

Leinster's Marty Moore and Eoin Reddan make a tackle on Munster's Andrew Conway. 

However Conway clearly launches himself into the tackle. This - somehow - is interpreted as lifting. The commentators seemed  to think there no arms from Moore - though there were - they were just blocked by Reddan who was swung in the tackle.
